We don't really need a scientific breakthrough, we already know how to regrow dormant hair. At this point it's just a matter of waiting for substances to get legal status to get them safely without impurities.

It could be, but nobody knows or can know the price at this point. That depends on Novartis' business strategy. We can just hope for something not cheap but affordable.

The principle is right, you could combine a COX blocker+PGE2. Although there's other factors like dose and frequency, if you don't get those right, you could end up losing more hair. And don't forget castor oil is 1/4 as potent as real PGE2 at best, it would be more difficult for it to work in...
