It could be regrowth, if you're a very good responder. Based on the fact that it's still too early to judge, it also can indicate further miniaturization.
Miniaturized hair: light colored, wispy, thin and weak.
Regrowth: dark colored, strong, healthy and it wasn't there before.

My regrowth looked like that first month of growth, at 3 months I think. At 4 months-- longer, stronger, darker. At 6 months hair all over head thick and thin. At 10-11 months pretty uniform and normal. Thick and curly at 12 months. 1½ later wavy and thick.
