There are no effects from topical dutasteride.The crap does not work.

Why do you think Rogaine works? Systemic absorption... hence some users reporting side effects related to blood pressure (dizzyness, heart palpitations, heart beating fast etc), since drug is a vasodilator.

Same goes for topical Finasteride or Dutasteride... the possibility of systemic absorption is definitely there, and there are users that have reported similar side effects from topical use compared to oral use.

Yes, there is definitely systemic absorption. The question is how much. And if all the benefits of using it topically are not from systemic absorption only.
