Assuming results?

If I'm noticing results on my hairline after 3 weeks of finasteride (vellus hairs, those closer to the hairline becoming black, especially temples), would it be right to assume that it's also doing similar, if not better, work on my crown and mid-scalp? I'm just wondering, since most people say that your hairline is the least likely to see results from finasteride, which is odd considering my current experience.
