Can minoxidil make a receding hairline recede even more?

I don't know if it is just me, but I am using minoxidil on my hairline, which was not too bad to begin with, and now it seems like it is receding a whole lot faster. I've lost more than 1/2 inch in the past few months just where I applied the minoxidil. Everywhere else is fine.

When it says not intended for receding hairline, did they mean this because it could potentially hurt the hairline or just because it was less successful there? Just my opinion, but I think minoxidil is hurting the hairline more than it helps it.
