It depends on the person bro. Combovers often look goofy, but for many people they are better than being bald. It depends on your facial features, your physique, etc. There's no law of nature here.

Full shave because combover is too obvious and it makes your insecurity extremely obvious. But I think an induction cut looks better than fully shaving with a razor in most cases. Unless you're like norwood 5+ in which case it makes no difference.
