Concealers just sitting on my scalp, not attaching to hair

I've tried a couple, nanogen and recently Fully hair fibers and with both I have the same issue, it doesn't really attach to my hair very well, it just kind of passes through and makes my scalp look orange where I part my hair. I don't desperately need concealers at the moment, have good coverage, just want to use them for volume, but maybe they don't work so well on fine hair? Do concealers only attach to thicker hair diameters?

I think hair building fibres only attaching to thick hair completely ruins the purpose of it.

Maybe you're putting too much ? Pretty sure some is supposed to fall down to ur scalp, to mask it right ?
