Could hydrocortisone 1% impair healing when microwounding (brushing/rolling)?

Could such a mild steroid prevent healing when microwounding the scalp with treatments such as rolling/brushing?

Yes I do no this, but that was not my question.

I am wondering if a weak steroid such as 1% hydrocortisone could impair healing?
