Do More Hair Shed While Combing After Washing?

Is it obvious that more hair shed while combing after washing hair?
Recently I tried to perform the 60 second combing test to check is my hair shedding is in normal range or not.
So as instructed in the test procedure, before going to wash hair,we need to comb hair from back of top of head to front for 60 seconds and count the number of hairs. But my problem is that, in the morning my hair is is all tangled up badly so it is difficult to perform the test so I did it after washing my hair just with water and no shampoo. After washing my hair with just water I dried them in normal sun light for 5 minutes and then performed the test. My hair was still not completely dry and was just a little bit moist. So, when I performed the test there was around 30 hair strands on the cloth.
I want to know that do more hair shed while combing when the hair is moist as after washing. OR is it the opposite that lesser hair shed as compared to when morning which is the instructed time to do the test.
So, is it okay to take it as approximate number of hair shed OR is it more or less than it actually sheds while combing?

Also what is the approximate number of hair shed for a person with no hair loss and person with hair loss.
