Does Anyone Know How To Change Your Avatar?

I've gone into profile page and when I click on my profile picture to change it, I get the following error:

Is there something else I need to do change my profile picture / avatar?

I think the forum rollback has brought back this problem. Would it be possible to allow me to change my avatar again?

@Admin I can't put up an avatar, email people or edit/delete posts.
