Yes that's actually the cure for balding that everybody knows

Just pluck all the weak hairs on your head, they come back terminal, balding=cured, amazing

My sisters used to worry about this when they were younger. If those hairs were to do grow back thicker they would have regardless of you plucking them or not.

I doubt plucking causes any hair to grow back thicker. If anything, they come back finer (if at all) because the bulb has to develop again and the hair is essentially starting over from scratch. Plucking will reduce hair and slow down the coverage process better than shaving but I think in most cases they come back.

He has extreme dysphoria about body hair and many men should, at least in terms of cosmetics. I think plucking causes vellus hairs to shrink and have shortened anagen periods unlike what OP is thinking of, I think, which are the hair plucking studies which show if you manicure carefully by removing deformed hair or even hair in general close or contiguous thereto, it re-energizes growth and probably stem cell factors but don't try this at home, mere mortals. You have to be incredibly precise or it works the other way, the way that we would expect.
