Can someone please explain the difference between the two and why you would choose one over the other (cost efficacy etc)? Also any personal experiences would be greatly appreciated.

I would start with finasteride. It is cheaper, has had long term studies completed on it, and you might get the results you want with it. Save dutasteride for when finasteride starts to lose it's effectiveness.
Dutasteride kills almost all dht in your body. Some say that it helps hair out more because of this and others say it's not more effective than finasteride since the type of dht it kills that finasteride doesn't isn't as damaging. Of course, since you're talking about 90 to 98% reduction of dht as opposed to 60 to 70% on finasteride, this means sides will be greater IF you experience sides from dht blocking drugs.
