Itd prob be rare but I could see how it might do that in some people. finasteride raises your estrogen level, which can end up causing growth of breast tissue in men..which in turn i assume would heighten your chance of breast cancer

Based on the currently available evidence, it is not known with certainty whether finasteride can cause breast cancer, nor can this possibility be ruled out at this point in time

This just shows that statistical evidence for this is lacking to the degree that they can't draw a firm conclusion. However, we know Finasteride can and usually does raise estrogen levels to some degree. A raise in estrogen levels can cause breast tissue to grow. Breast tissue can become cancerous under the right (wrong) conditions. I believe Finasteride does raise the chances of developing breast cancer, but it's still a ridiculously low risk of actually getting it.

For example, if it increases your chances by 10% or even doubles your chances, it's still extremely, extremely unlikely to ever occur. I personally don't waste any time worrying about something like this. I choose to smoke cigars once a month with nary a second thought, even though I know I’m risking dozens of life-threatening diseases. I’ve also never heard of a single male getting breast cancer while on finasteride; even on the forums.

Also I feel it's important to mention that government health agencies like Health Canada and the FDA are so on-the-ball, that they will release warnings such as these based on even the most flimsy statistical evidence. There is no statistically significant evidence that points to a tangible increase in risk, yet they still release warnings like these. Same can be said for the FDA warning on prostate cancer. It's good we know about these things, but people need to not freak out about them and understand what the real risk is before flushing your pills.
