This is a super old paper, about 15 years, really it's just sci fi stuff, not likely to ever be available to us, and who knows if the research is ongoing. I can't find any evidence at all at least. I suppose they just figured the other treatments being researched would be more easily achievable...
Interesting idea though, sounds like it could/does actually work. They actually specifically mention it being used for hair loss, something that apparently causes distress to cancer patients...
I'm not sure if it would be a one off treatment or if the genes need to constantly be re-introduced due to cellular turnover. I suppose that would depend on whether the virus actually reaches the stem cells
