Hair Transplants & Recession?

I've seen countless guys on here who have both diffuse thinning and a receding hairline. When some of these guys regrow a decent amount of their back they then have a hair transplant to fill in their temples, lower their hairline, etc...

Isn't this a HUGE gamble?? One big Rogaine shed and they could be left with a thick front hairline with thinning throughout their entire head.

What if the hair directly behind their hairline keeps receding?
