How long for hair follicle to die

Hello gentlemen ! just to ask one question that you must have heard thousands of time, I'd just like to get your opinion based on your treatment, on articles you have read etc.. How long does it take for a follicle to die ?

General rule. Follicles are dead 30 months after the hair has fallen (?) out. Then hairloss is not reversible. Catch it early !

could someone confirm this "rule" if you have ever read something on it.... because some people, like Dr Proctor say hair follicles stay alive for 5 years. Did someone ever experience a regrozth of all hairs lost within 5 years ?
