I went into a store and it was there. "Non-Prescription Strength" was written on the package and no where on the bottle did it say it was for male pattern baldness.

Why are we using this stuff again?

Nizoral is in general not for male pattern baldness! But it is supposed to have some antiandrogenic effects (androgens are responsible for male pattern baldness). And it helped a lot of users with scalp irritation which occurs when you have male pattern baldness or when you apply minoxidil.
You saw perhaps the 1% formulation. There is also a 2% formulation with Ketaconazole (a weak antiandrogen).

That's because it hasn't been submitted to the FDA as such.

There are studies in support of it. One found that the shampoo alone has similar effect to that of minoxidil 2%. Another found that people treated with both finasteride and Nizoral shampoo got overall better results than those treated with finasteride alone.
