If Caffeine Promotes Hair Loss By Inhibiting Ar, How Come It's Effective In Vitro?

Studies show that caffeine stimulates hair growth in vitro and one study I read suggested that the mechanism is AR inhibition, but if the mechanism is AR inhibition, how could it stimulate hair growth IN VITRO?

There's no testosterone nor AR in vitro (presumably) for caffeine to counteract. So:

1) Is it stimulating hair growth through some other mechanism (potentially IN ADDITION to AR inhibition).

2) If caffeine is an AR inhibitor, but it stimulates hair growth even when there's no AR to inhibit, is it possible that some other AR inhibitors also work through other mechanisms IN ADDITION to blocking AR?

The idea being that if so, then maybe you could use only that mechanism and NOT block AR and not have all those nasty side effects.
