Is It Normal To See Scalp When Hair Is Wet??

Is it normal to see scalp when your hairs wet? Are there Ways to thicken up crown? Anything besides Rogaine.

My crown is thinning slightly, but when wet (drizzle) the crown looks really thin in bright lights and is quite red, however when soaking wet it looks not bad... weird I am not sure yet.
