what the title asks!!
is it true that oral minoxidil works for almost everybody?

Lol. I only used methods and meds verified to work via significance testing so only Goddess knows but oral minoxidil worked too well for me but I remain on 6.25mg and now I microneedle twice a week to test that out along with my retin-A/Differin mix in along with Estrogel all over and two patches on my *** at all times and 200mg of P4 so everything works for me 'cept finasteride/Duta but they are maintenance and you can't see maintenance.

Without knowing how much sulfurotransferase you secrete, it's hard to say much since there's no testing but I will just regurgitate the 80 percent figure that is bandied about some times. Rob Winter writes about minoxidil, oral and topical here in I think two or three different articles. His article on transgender hair regrowth is seminal and convinced me:
