Is Keto 2% suppose to foam up when you apply it?

The instructions on my bottle just say to use 2-3 times a week and let it sit on the scalp for 3 minutes at most. I always found it hard to apply so I put it enough to foam up as normal shampoo does. Have I been doing it wrong?

That are the instruction for dandruff or seborreic dermatitis, not for male pattern baldness . For male pattern baldness you need to use it daily , and leave it for at least 10 minutes. It is an OFF LABEL use.
