Legality on research chemicals (RU58841 and CB-03-01) for own use and distribution

Hi guys. I was just wondering in what the laws are of owning these research chemicals such as RU58841 or CB-03-01.
I understand they are to be used on “research subjects” but I was wondering what legislation these companies have to abide by to sell these products. Cheers
