I've read that Propecia stops body hair growth. Well if you're continuing to grow chest hair does that mean the propecia isn't working?

It most definantly means it is not working and you should discontinue it at once.

In all seriousness, finasteride probably causes an average mild inhibition of body-hair growth, but it certainly doesn't stop it completely.
