Minoxidil 5% in canada

I took a chance and placed an order.
They Say:
To: Our Canadian Customers
Subject: 5% Minoxidil to Canada
Canada Health has informed us that customs will return our shipments because 5% Minoxidil (Rogaine Extra Strength for Men) is a prescription medication in Canada. It is true however, that we have continued shipping to many of our existing Canadian customers with no problems.
If you are willing to take the chance that your order may arrive later than it should or not at all, we are willing to ship to you. We will however, in the event of a rejection by customs, only refund the cost of the product and not the shipping and handling fees.
If this is acceptable please, place an order indicating that you accept these terms by typing "Canada special order" on the COUNTRY line of the order form. If you have questions please e-mail us at service@c-star.net.
