minoxidil-telogen phase

Just curious to whether minoxidil pushes out weak hairs that are dying in the famous first month intial shed or if its just the hairs in the area where appplication area that are in the telogen phase?? If its the latter wouldn't that mean everyones shed on minoxidil would be different due to the fact that every person has a different number of hairs in the telogen phase??
