Minoxidil with added moisturizers?

Hi,

I don't use minoxidil at this point, but I was wondering, if it causes a lot of irritation in some people, why can't the labs add some sort of extra moisturizer in the minoxidil itself?

I know it probably sounds funny, but I believe that PPG has moisturizing properties.
