My Fringe Dosen't Grow And I Have A Receding Hairline

Hello ! I'm 18 years old and since 2 years i see that my fringe dosen't grow like the rest of my hair .
I have some problems with my hair becuase i think it falls to often .
I always have this small hair under my fringe , why ?
And i think a have a little receding hairline .
What can i do ?
