New liquid minoxidil is creating flakes on applied areas. Dandruff or just the dried min?

About two weeks ago I switched out rogaine 5% foam for a generic Walgreens liquid 5%. Recently I've noticed that my scalp is flaking, and I can literally peel off layers of either dandruff, or the dried solution itself. I want to continue using the liquid version, but of course I don't want to flake. Any ideas?

Ive used liquid and foam and never had residue of any sort. Plus that area looks a bit red. Is it irritated or itchy?
Maybe switch to a different liquid. I use walmarts equate brand minoxidil and its pretty good. No reactions.

It's somewhat itchy after application, but not for too long and it's not that bad. I'll probably switch to kirklands liquid. I appreciate the advice John, but I'm tired of doing so much **** to maintain my hair at only 19. If it continues I might look into it
