I think with any vehicle we choose, we don't want to overdose on one thing. A mixture is a good ideal, especially with fatty acids, since we don't want one drowning out the others in the skin.

I'm going to start a list, and add the MSDS health info for each one. Please add more to the list if you want.

Water

Very safe, especially in long run.

But I don't know if it will get the active ingredients in the best way. Grapeseed extract is not soluble in pure water.

Inhalation:

May cause transitory stinging and tearing.
Chronic Exposure:
Lactic acidosis, stupor and seizures have been reported following chronic ingestion.

Kidney disorders.

PPG is a great solvent and good penetration enhanser

yeah, don't put any trans fats on your skin. That stuff will interfere with your body's ability to make GLA from ALA, though maybe you have to eat it to get that problem.
