Rogaine vs. Dandruff

I was wondering if a layer of bad dandruff could be preventing my rogaine foam from penetrating my scalp? Does anyone think this is possible?

I am using Nizoral, but it's taking it's time to clear my scalp - it probably doesn't help I haven't been using it as much as I should.

the minoxidil mix is quite strong so i dont think so.. unless u have about a 10 cm layer of dead tissue on youre scalp
