Is it possible for a doctor to use bim or latanoprost in a new product without allergans permission?

I've been extremely busy so sorry for the vague post. This Dr. It's doing a trail. Off hand and vague it looks like a topical combination of minoxidil, latanpost, and finasteride. Go to his site for details. Looks like he's out of Paris. There are some photos that look impressive. Google the WO number for patent details.

can you provide us some of the photo, i didn't find any one.

So guys if the trial of 6 month go well. what next??
they will have to do another trial or they can move to production process ? according to the patent the product need FDA approval?

i just watched the video and it's uploaded since july 2015.
they were recruiting for the trial since july 2015 and didn't find enough people ?
