how aggressive is my hair loss for a 23year old

what Norwood scale am I

is it time to panic, I have loads of photos from a while ago which seems similar, could this just be my hairline (doubtful)

Norwood 1 or 1,5 since its only visible when you very tightly pull your hair back

Forming a mature hairline unless you have thinning elsewhere. If density is uniform everywhere else, you are in good shape. You have fine hair so it can be confusing. You also have natural low density. That means your hair follicle are not naturally closely packed. At the front you have alot of gaps between each hair. I have the same too. In my case I want a hair transplant surgery to fill in each gap I have to give me more density. If you look at most hispanic young men they have no gaps at the front.

You still have good hair, looks like temple recession, have your considered Finasteride or Topical Finasteride? You been checked to see if you have male pattern baldness? I use Topical Finasteride see below:
