Vehicle For Mixing An Ru 58841 Solution

So I’m looking to start RU and use the vehicle of 70% alcohol and 30% PG.

I’m not based in the US so ever clear isn’t easily accessible as this seems to be the most popular choice, I did find some 96% ethyl alcohol online which I thought would but fine but it comes with this warning so I’m unsure.

Can anyone based in the EU recommend a decent alcohol source to use in my vehicle?

Ethyl alcohol is ethanol, it's the same thing as Everclear, only Everclear is 95% alcohol.
