What does WORKS ON YOU mean?

What does that mean?

I see written from people "in 3 months see if it works on you, 6-8 months for max results"

does works on you mean "really fine small hairs"?

It takes 3 months for an empty follicle to "awake" and produce new hairs and it takes up to year or more for them to turn into terminal hair as i understand it, plz correct me if i'm wrong
