For elections, often candidates participate in conventions and do polls and eventually just have 2 on the ballot for the voters to choose between.
Some voters are upset that their favorite is not on the ballot, so they don't show up. 40% voter turnout makes the government look non-legit.
If we put a 3rd candidate on the ballot, it could spit the vote of that candidate and a similar one, throwing the election to a candidate only a minority want. Some consider this a problem. Letting the voters have more choices may bring more out to vote, but we see apparent problems in the voting systems.
The more complex a system is, the difficult the counting is, and the easier ballot counting fraud is. That is a factor in addition to the risk of vote splitting.
Another concern is whether voters must register with a party in order to participate in the primaries. Independent voters don't want to register with any party. In California, all parties put their candidates on a common primary for all voters to vote in. The top 2 regardless of party affiliation go to the general election.
Instant runoff is another, though I don't like it for a few reasons.
