In America the 2% is prescription only although I don't think most realize that as you can easily find it on ebay and amazon.

Canadians and our friends in the UK can buy 2% in an actual store.

I am certain the 2% will be available over the counter in the US sooner than later.

I have used both and the difference is minimal in terms of harshness on the scalp and I am very sensitive to such things. 1% is blue, smells good and lathers up nice, 2% is pink, smells strange and doesn't lather up too well comparatively. Thats about all I can tell from use.
