You once could use QHI to get Proscar in the UK but like all good things the Daily Mail put an end to it... Unless you can convince a doctor to prescribe you it, the next best place to get it is from Europe, I can attest that BrandMedicines.com are a reliable vendor of EU manufactured 5mg finasteride.
You used to be able to buy OTC really cheaply in Asia 15 years ago (not the question I acknowledge) but they soon twigged it was being cut up for hair usage and increased the cost
As such I'm buying from uk source just the 1mg Finesteride which is costing around £14 a month bought in 6 month tranches
Probably get it cheaper as well but was more interested in reputation and reliability than saving few pounds
