Which minoxidil to choose?

I´m consulting the portuguese medication site that has alot of information about medications,dose and price but i see there are alot of minoxidil in there and i don´t get it when you speak about the 1%,2% and 50% concentrations.

There are products that have a concentration of 20mg/ml and other have 50mg/ml...does that mean they are the 2% and 5% concentrations respectively ?

20 mg/ml = 2 g / 100 ml = 2%
50 mg/ml = 5 g / 100 ml = 5%

I guess the 5% product is the best then?
