why are small hairs growing near temples/not up front

I have strawberry blonde hair, and all the little regrowing hairs are growing near the temples but none are growing near the front. Which worries me. Also, are these little hairs just second generation of the base hairs that already fell out and hence when they fall out, will be the last time anything grows from that spot?

hrm that wasn't very positive. So how will I know if new hairs are growing. Is there any difference between 2nd generation hairs and new hairs?
