Strange question. Why do obese people look worse than athletic people? They just do.
Not sure what you mean by "how to counter it," because presumably you're aware of treatments, hair systems etc.
Some can pull off the bald/buzzed look. Whether you'll look attractive with a shaved head or not depends primarily on your facial features, head shape, and physique IMHO.

How to counter ugliness caused by lack of hair?
By the way do you notice in my avatar, all you see is the guy's back of head and neck?

It's because it messes up the proportions of the face, without a hairline it just looks like your forehead extends into infinity. Hair in of itself is also an attractive feature so when you lose it obviously you'll look worse. Some people can have non-ideal headshapes which makes everything even worse.
