Would Cocoa butter work as a delivery cream?

I have some AHK-CU just sitting in the freezer that I need to start massaging into my scalp...problem is trying to find a common delivery vehicle. Cocoa butter can be warmed into a liquid state, mix in the AHK-Cu, then put it in the fridge to return back to a cream state. Cocoa butter seems to have very soothing properties and is known as a substance able to penetrate the hair shaft. Thing is, does it benefit any if AHK enters the hair shaft, or would it be better for me to find something that would absorb it into the scalp?

Why wouldn't you use emu oil? its proven to penetrate the skin very well

Coconut can penetrate the hair shaft. Emu oil is good but greasy

Eh, i just remember reading a while back about its benefits for hair...plus it smells good. So what would be best for ahk-cu? Penetrating the hair or the scalp?
