Would This Be Balding Or Just A Cowlick?

Hi I'm 21 years old and just have noticed this on the back right of my head. Would this be a sign of balding or just a cowlick

Ok and if it is a cowlick, I am almost positive that I must’ve developed it within the past two years. Is that possible?
