I would say it is. It seems like a horse-shoe pattern + there are no small hair which may indicate growth (I myself have plenty since I have started medication). Though, maybe it is just your type of hairline.
And still, if you don't consider finasteride there is little to do, really. Look for RU or Minoxidil and take photos
Bottom line - without finasteride it is difficult or even impossible to halt hairloss.
