If it's a scam then Dr. Proctor's is a scam as well. Both over-promise..neither seem to do much. Both aren't cheap either. It would be nice if some would have the $ to keep using it for a year or 2..but I'd be surprised if great results would be gotten using it long term, either.
BTW..the other Doctor involved with A&G is no longer with A&G. But he has his own site with what looks to be a similar product coming out. I wouldn't be surprised if it's just another way to make some more $ pretending to be something different. Never got a response from him on what he's doing.
