There's no comeback. The only realistic comeback is to agree with them playfully. The fact is that when somebody with hair makes fun of your hair, they're asserting their dominance. You have to accept it because, as a NW6, you're a loser in life and as a NW1, they're a winner. When you see it like this, you'll understand that people who insult your baldness are actually sincere while the people who say "just shave it and be a badass" are the ones who are really making fun of you. So yes, there's no comeback because their insult probably expressed the truth.
Kinda agree with you.

But at the same time for someone to say that also exposes them as a cancerous human being.

You'd have to be a c*** to say that in public.

This is exactly why you should stand up to them. Saying "they are just telling the truth" is exactly how the bully would justify saying whatever rude comments they want to people. I for one won't let them get away with it because if you do nothing 1) They won't learn that their behaviour is unacceptable and will do it again to yourself and other people. 2) As you say yourself, you will feel even more of a loser for letting them assert their dominance and you've given them exactly the reaction they want. If they picked on you it's because they assumed you are weak and by doing nothing you've proved them right.
There is always a comeback if you've got the wit and confidence. You don't even have to use a witty one liner, how about just hitting them with some truths of your own? See below post from Runninghair as a good example.

Height is always a good one if your tall.

I heard a nw3 getting sh*t in work once (hes 6ft+) and the dude ripping him for his hair was small like 5.5.

He just calmly said “well at least i have some options like a hairtransplant.. you cant fix being a midget” to which he got great laughs especially from the women.

It shut the guy down... badly..

Havnt heard him make fun on his hair again :)

What if they really are top class NW1, tall and you're a nobody short NW6? They're right and you're wrong, so there's no comeback. Just walk away but make sure that you look like you're not offended, but just happen to be walking away.

My best friend always makes fun of my hair cause he knows i hate it, the funny thing is that his father is a solid nw7. Mine is NW1 and yet im bald, imagine...
