Interesting. So you did tests when you were on oral and when you were on topical? For how long were you on both when you did the tests?

I just add 4-5 finasteride pills cut in half and about 3 dutasteride cut open capsules (drain liquid) to my full bottle minoxidil. It all mixes well. Also was adding 3g RU but seems doing nothing so now adding in some peppermint and lavender rosemary drops (couple squirts in bottle).
I took oral for roughly 18 months before side effects were bad (their onset was gradual making hard to notice) and was at that point where I took blood samples.
After a few weeks off of it the side effects subsided / blood levels came back to normal and I decided to try topical on a DIY way. DHT exam was carried after a couple months on it.

Finasteride is freely soluble in ethanol (25mg/ml)
Even 1ml of ethanol will dissolve 25mg finasteride.
True, minoxidil need to be heated and stirred until solution is fully clear and yellowish color.
Finasteride instantly dissolved when i added the powder in ethanol, ne need any heat at all.
But crushing pills and then adding all of it with fillers maybe cause some problems. Eg: drop of some minoxidil off solution.
I'd personally make another solution with just finasteride (with ethanol, ppg and water)

There are several pharmacies in the US and Europe that will do it for you, alternatively morr-f/minoxidilmax are options.
I'd personally make two solutions and use them together (that would happen only once a day since finasteride needs to be applied 1x vs 2x for minoxidil).
While it's true that alcoholic solutions easily dissolve finasteride, the vast majority of a pill is made of fillers which may not combine well with minoxidil.
For those on micro-needling: I would wait at least a couple days before applying finasteride after rolling if you want to avoid higher systemic absorption.
ps.: I'm no pharmacist, just an engineer with some knowledge on chemistry.
