For me I feel like it increased my hair in general. IIRC the way it works is that it re-activates dead follicles.
Which device do you use? Did you reverse grey hairs?
I used a 140 needle 1.5 mm dermastamp. I honestly can't remember where my miniaturized hairs were so it's hard to say if it reversed those or just grew more hair in general.

Seconding this question, but also would like to know: does stamping work better with long hair
For me, I push the stamp down until I feel just enough pain to draw a tiny bit of blood. You'll know what I mean once you try it. And I would say yes, stamping works better with long hair. Originally I had a roller but it got tangled in my hair.
