yes you can, and the hair is not wet, it has gel, which is the preferred way to use concealer.

looks like a bunch of gel and concealer to me; what i do see is a pretty large half moon on the crown that you are trying to cover by combing your front hair backwards. Not going to fool people very well if that's your strategy.
