If you have a bank account, you might inquire if your bank offers a 'debit card' feature. Basically, it is just like a credit card, but instead of charging against a line of credit, it is tied to the balance in your bank account.
Another option... here in the States, you can get an American Express 'Check Card'. It is just like getting travellers checks, but instead of getting actual paper drafts they give it to you in the form of a prepaid, temporary credit card that you can use as if it were an actual AMEX card. You give the bank $200, and they give you a 'card' with a $200 limit, which you can replenish as your needs arise. You don't need to have a bank account to establish one, all you need to do is go to a bank that offers them, give them the money, and they give you the card.
