Statham has the ideal face/features to pull off the shaved/bald look. It's not just a matter of how good a guy looks objectively, it's more so about the TYPE of features he has. Statham's narrow-ish face/head (most good looking men have wider heads/jawlines - basically more of a square shape), smaller eyes/mouth, perfect top head shape (perfectly rounded and not too bulbous), and his ability to grow epic facial hair (not all guys can get facial hair that looks like that) all help him pull it off.
Yes, he's good looking even when you put everything else aside, but guys like Tom Cruise or Brad Pitt or even Clooney would not look as good as Statham does with the same amount of hair, because they all have squarer heads/faces and more prominent features.

Though I will say that, of all the factors I noted, the shape of the upper half of the head is the most important. Yes, some square heads can pull off the look very well. I think Baldhurts, for instance, looks fantastic. Note that he also has that epic stubble in his older pics though.
